Market participants on Kalshi and Polymarket are positioning somewhere between these extremes, but the direction of the drift is unmistakable: toward the bearish end. The 16-point gap between Akashic's 83% model forecast and Polymarket's 67% Democratic price (as of August 1, per Akashic's own page) has narrowed to an 11-point gap as the market price settles near 72%. WI-03 District History Explains Why Traders Aren't Trusting the Polls
The R+7.4 Cook Partisan Voting Index for WI-03 means that in a neutral national environment, a generic Republican would be expected to win the two-party vote by roughly 7.4 percentage points. Cooke's 4-point lead in a single partisan survey (commissioned by a Democratic-aligned super PAC) does not erase that structural deficit. It just means she may be outperforming the partisan baseline, something Democrats in this Driftless Area seat have done before (Ron Kind held it for over two decades) but failed to do in both 2022 and 2024.
Van Orden won in 2022 by 4 points and his margin narrowed slightly to about 3 points in 2024, per Akashic's historical data. He is a sitting incumbent with the advantages that come with the office: name recognition, constituent service, and franking privileges. Second, Cooke's polling lead would need to be an artifact of survey methodology. If that bias applies here, the race is within 1 point, placing it squarely on the knife's edge that Inside Elections' toss-up rating implies.
Third, Van Orden's incumbency advantage may be underrated. Psephologix, which projects an 80% Republican win probability, appears to weight the partisan lean and incumbency factor more heavily than the polling snapshot. If turnout in this off-cycle election reverts toward the lower-propensity, older electorate that typically favors Republicans in midterms, Van Orden's structural edge could reassert itself.
Where to Track WI-03 Live Odds as the Race Develops
The market has six weeks until the November 5 resolution date, and the price is telling us that this race is more competitive than the headline polling suggests. Cooke's 72% still makes her roughly a 2.5-to-1 favorite. But a 10-point drop in three days with no confirmed public catalyst suggests that either private information, updated modeling assumptions, or a reassessment of the district's fundamentals is entering the market.
If independent polling emerges showing Cooke ahead by 6 or more percentage points, expect the market to snap back toward the Akashic forecast. If Van Orden closes the fundraising gap or outside Republican spending floods the district, 72% will look generous.
