Ciro Gomes still leads every major poll in the 2026 Ceará gubernatorial race, but his margin is compressing at a rate that could force a second round or flip the result outright. Three surveys released on September 18 each showed a different gap between Ciro and incumbent Elmano de Freitas, ranging from 5 to 7.5 points. None of them resembled the 19-point lead Datafolha measured in August.
Prediction markets on Kalshi and Polymarket now price Ciro's probability of winning at 52%, down from 63% just three days ago. The 11-percentage-point drop is the sharpest repricing this market has registered. Kalshi sits at 47%; Polymarket at 57%. The 10-point spread between platforms reflects disagreement over how much weight to assign the tightest poll.
Ciro Gomes Still Leads in Ceará, But Three September Polls Show Elmano Closing Fast
In mid-August, Datafolha had Ciro at 52% against Elmano's 33%, a 19-point first-round lead that looked close to an outright majority. By early September, Datafolha's next reading showed 46%-37%, a nine-point gap. Then on September 18, three surveys landed at once: Datafolha at 47%-40%, Paraná Pesquisas at 47.4%-39.9%, and RealTime Big Data at 47%-42%.
That RealTime number, showing a 5-point margin, represents a 14-point swing toward Elmano in roughly five weeks. In a race where 50%+1 wins the first round outright, that velocity matters more than any single snapshot.
What Do the Ceará Governor Polls Actually Show in September 2026?

- Datafolha (Sep 14-17, 1,204 respondents, 59 municipalities): Ciro 47%, Elmano 40%. Gap: 7 points.
- Paraná Pesquisas (Sep 18): Ciro 47.4%, Elmano 39.9%. Gap: 7.5 points. Ciro leads 55.6%-34.5% among men; Elmano leads 44.7%-40.1% among women.
- RealTime Big Data (Sep 18): Ciro 47%, Elmano 42%. Gap: 5 points.
All three agree on Ciro's ceiling: he is stuck near 47%. That number has barely moved since early September. What has moved is Elmano's floor, which climbed from 33% in August to 40-42% across pollsters. A second-round simulation from Paraná Pesquisas puts the matchup at 50.4%-42.4%, with Elmano having grown from 36.4% in April to 42.4% now, a rise that exceeds the margin of error.
The prediction market's 52% implied probability sits well below what a naive reading of a 7-point lead might suggest. That gap between polls and market is the story.

Third, Ciro's ceiling problem. He has polled between 46% and 47.4% in every September survey, never touching 50%. If he cannot win outright in the first round, a runoff on October 18 would give Elmano three additional weeks to consolidate anti-Ciro voters behind a binary choice.
The market may be pricing this structural asymmetry. In a first round, Ciro leads. In a second round, the Paraná data shows a 50.4%-42.4% split with Elmano's trajectory still rising. A candidate gaining 6 percentage points in five months of second-round simulations can gain another 8.4 in five weeks, especially with the full weight of federal PT support.
What Happens Next: October 4 Resolution and the Final Sprint
The election resolves on October 4. If no candidate clears 50%+1 of valid votes, the top two advance to a runoff. Ciro's current polling average (approximately 47%) sits close to that threshold but not above it. Every point Elmano gains makes a first-round Ciro victory less likely and a second-round scenario more probable, since structural advantages shift to the incumbent in a binary choice.
The 10-point spread between Kalshi (47%) and Polymarket (57%) reflects genuine uncertainty about which poll to trust. Kalshi's price is almost perfectly calibrated to the RealTime Big Data reading; Polymarket's leans closer to the Datafolha and Paraná average. Over the next 13 days, at least two more major polling waves are expected. If even one shows the gap below 5 points, Ciro's implied probability could test the period low of 48% again. If Ciro rebounds above 49% in polls, the market should recalibrate upward.
