How Francesca Hong Inherited the Wisconsin Democratic Governor Primary
Mandela Barnes led early polling in Wisconsin's Democratic gubernatorial primary. Then, on July 30, he dropped out after misconduct allegations surfaced, just 12 days before the August 11 vote. Sara Rodriguez, the lieutenant governor who entered the race after Governor Evers announced he would not seek re-election, revealed that her campaign had far less money than she thought, with unpaid invoices and a cratering war chest. David Crowley, the Milwaukee County Executive, re-entered the race with Evers' endorsement, but that backing arrived in mid-July, well before the final shakeout and without enough runway to build an independent voter operation.
Francesca Hong, the democratic socialist state legislator from Madison, did not orchestrate any of this. She ran a consistent progressive campaign while the moderate lane self-destructed around her. Barnes' scandal eliminated the only candidate with comparable name recognition. Rodriguez's financial disclosure gutted her ability to compete on the airwaves. Crowley's late entry, even with gubernatorial backing, split whatever remained of the center-left vote rather than consolidating it.
The result: prediction markets now price Hong at 93% implied probability to win the nomination, up from 82% just three days ago. That 11-percentage-point swing across Kalshi (94%), Polymarket (95%), and PredictIt (91%) reflects a field that emptied itself. Before explaining what this cleared path means for November, the market data tells its own story.
Francesca Hong's Prediction Market Odds Surge 11 Points as Rivals Exit Wisconsin Race
The 11-percentage-point move from 82% to 93% compressed into roughly 72 hours. The trajectory maps directly onto the cascade of rival failures. Barnes' July 30 exit initiated the first leg up. Rodriguez's financial disclosure, which became public on July 13 but continued to reverberate as the full scope of unpaid invoices became clear, removed any illusion that she could mount a competitive final sprint. The Crowley factor, while initially seen as a potential moderate consolidation play when he re-entered with Evers' endorsement, appears to have split the anti-Hong vote rather than unified it.
Cross-platform pricing is remarkably tight. Kalshi sits at 94%, Polymarket at 95%, and PredictIt at 91%. A 4-percentage-point spread across three independent platforms is narrow for a state-level primary, suggesting genuine consensus rather than thin liquidity on any single venue. The market is liquid and active, with the converging prices indicating that bettors on all three platforms are processing the same information and reaching the same conclusion.
The residual 7% is doing real analytical work. It captures two distinct risks: the possibility that Crowley's Evers endorsement gains traction in the final 72 hours, and the deeper structural concern that prediction markets, when pricing a primary this late, sometimes leave a small cushion for turnout surprises in low-salience elections.
Are There Polls for the Wisconsin Democratic Governor Primary with Francesca Hong?
Public polling for this race has been sparse. The most notable data point is the Marquette Law School poll referenced in coverage of Barnes' withdrawal, which showed Hong leading the field before Barnes dropped out. That poll predated the most dramatic developments in this race, meaning no publicly available survey has captured the post-Barnes, post-Rodriguez-meltdown electorate.
This matters enormously for interpreting the 93% figure. In the absence of fresh polling, prediction markets become the only real-time measure of the race. Bettors are synthesizing endorsement flows, fundraising reports, media coverage, and early voting patterns into a single number. That number says Hong has this. Low-salience primaries, where turnout can swing wildly based on weather or local enthusiasm, are precisely the elections where prediction markets have the thinnest informational edge.

Early voting is already underway, which further cements Hong's advantage. Voters who cast ballots after Barnes withdrew but before any moderate alternative could gain traction are locked in. The structural math favors Hong: she has the most organized ground operation in Madison, the largest city in her legislative district, and the progressive infrastructure that powered her state legislative campaigns.
The Strongest Case Against Francesca Hong Winning the Wisconsin Democratic Primary
For the 93% to be wrong, several things would need to break simultaneously in the next 72 hours. First, David Crowley would need to convert Evers' endorsement into actual votes at a pace that defies his late entry and limited campaign infrastructure. Crowley re-entered the race in mid-July, giving him roughly three weeks to build a statewide operation from scratch. That is not impossible, but it requires Milwaukee County's Democratic machinery to turn out for a county executive running a condensed campaign against a candidate who has been organizing for months.
Second, turnout composition would need to diverge sharply from what the market expects. Hong's base is concentrated in Madison and Dane County, where progressive voters are highly engaged. If moderate and suburban Democratic voters in the Milwaukee metro area and the Fox Valley turn out in disproportionate numbers, perhaps galvanized by anxiety about a democratic socialist's electability in a general election, the math could tighten. Wisconsin is a state where the general election margin in 2024 was measured in thousands of votes. Democratic primary voters who prioritize November electability over ideological alignment have a rational incentive to coalesce around Crowley or even Rodriguez.
Third, Rodriguez would need to overcome the financial implosion that has defined her campaign since mid-July. Her disclosure of unpaid invoices and depleted funds made her a non-factor in paid media, but she remains on the ballot and retains the institutional title of lieutenant governor. In a three-way race, name recognition without advertising can still pull single-digit percentages, but it is far more likely to split the moderate vote further than to threaten Hong directly.
The honest assessment: each of these scenarios is individually plausible but collectively unlikely within a 72-hour window. The Barnes exit was the pivotal moment. With 12 days between his withdrawal and the primary, moderate Democrats simply ran out of time. Crowley's entry, backed by a popular outgoing governor, was the best available play, but "best available" is not the same as "good enough." The 7% residual in the market reflects appropriate humility about tail risks, not a genuine belief that this race is contested.
Hong's real test comes on November 3, not August 11. The primary is effectively over. The question Wisconsin Democrats are actually deciding, whether they have fully reckoned with it or not, is whether a candidate who supports defunding police departments and raising corporate taxes can hold a state that has swung by fewer than 30,000 votes in each of the last three gubernatorial elections. The prediction market says she will be the nominee. What it cannot yet price is whether that nomination becomes a gift to whoever emerges from the Republican primary.
