The Democratic Party currently holds a 74% implied probability of winning the TX-28 House race on Kalshi and Polymarket, down 10 percentage points from 84% three days ago, even as the most recent neutral poll shows Henry Cuellar leading Republican challenger Tano Tijerina by 11 points among likely voters. The Barbara Jordan Public Policy Research and Survey Center at Texas Southern University, surveying 600 likely voters on August 22, put Cuellar at 45% and Tijerina at 34%, with 15% undecided. An 11-point lead two months before Election Day would normally signal a safe hold.

Prediction markets are not treating it that way. The 10-point drop happened without any single confirmed news catalyst in the 72-hour window, making the move more notable, not less. It suggests a broader reassessment of underlying race conditions rather than a reaction to a single headline.

The answer almost certainly involves the 20-point spread between the only two polls on file. A Republican-sponsored Pulse Decision Science survey from June 23 showed Tijerina leading Cuellar 42%-33% among 400 likely voters. The Barbara Jordan Center poll flipped the race to Cuellar +11 less than two months later. A partisan spread that wide, nearly 20 points between surveys, is not evidence that either side is clearly ahead. It is evidence that both sides can construct plausible turnout models where they win. Markets appear to be pricing that uncertainty back in after a period of complacency.

Henry Cuellar is not a conventional frontrunner. He was convicted on federal bribery and money-laundering charges before receiving a pardon from President Trump in December 2025, after which a federal judge dismissed the case. Historically, incumbents carrying legal baggage underperform their final polls by wider margins than clean incumbents, particularly in competitive districts where the opposing party has a credible alternative.

No new conviction-related news has emerged in the last 72 hours to explain the market drop. But markets do not always move on fresh news. Sometimes they move because existing information gets reweighted, and a 10-point slide in three days looks like traders recalibrating how much the conviction factor should discount Cuellar's polling position.


Tano Tijerina vs. Henry Cuellar 2026: Is Trump's Endorsement Closing the Gap?

The Republican challenger is not a generic placeholder. Tano Tijerina is the sitting Webb County Judge, a local executive role that gives him name recognition and administrative credibility in Laredo, the district's population center. He carries a Trump endorsement and has emphasized cutting the county tax rate five times during his tenure. His fundraising, $1.4 million as of the latest FEC filings per Read the Ledger, trails Cuellar's $2.2 million but remains competitive for a challenger in a South Texas district.

The June Pulse Decision Science poll, despite being Republican-sponsored and carrying a low aggregate weight (0.024) in the Call the Map model, showed Tijerina winning 42%-33%. That poll's partisan origin makes it unreliable as a standalone snapshot, but its existence demonstrates that Republicans believe an internal electorate model exists where Tijerina wins. Campaigns do not typically release internal polls showing their candidate ahead unless they believe the topline is defensible enough to survive scrutiny. It also signals that the GOP is investing real resources in a district it once considered safely Democratic.

The Barbara Jordan Center's report, published August 27, confirmed that South Texas House races including TX-28 could determine control of the chamber. That framing elevates TX-28 from a local contest to a national one, which typically increases outside spending on both sides. More outside money flowing to Tijerina could further compress the gap.


The Case Against Democrats: What Would Make This Market Wrong?

At 74%, the market still implies Democrats are heavy favorites. For that price to be wrong, several conditions would need to converge. First, the undecided bloc, 15% in the August poll, would need to break disproportionately toward Tijerina. In a district trending Republican at the presidential level, that is not implausible; undecided voters in competitive races often break toward the party that won the most recent presidential contest in the district. Second, Cuellar's conviction would need to depress Democratic turnout or motivate anti-Cuellar crossover voting at a rate higher than his primary performance suggested. Third, Green Party candidate Marlón Durán, polling at 6%, would need to hold that share on Election Day, siphoning progressive votes that might otherwise consolidate behind Cuellar.

None of these conditions is far-fetched individually. Together, they describe a plausible path to a Republican upset. The Call the Map adjusted aggregate sits at D+8.4, which itself reflects a model that heavily discounts the partisan GOP poll. If the true state of the race is closer to D+5, the kind of error margin common in districts with volatile Latino turnout patterns, Tijerina is within striking distance.
