Berlin Election Polls Show a Dead Heat as Die Linke Odds Sit at 39%

Die Linke is priced at roughly 39% to win the most seats in Berlin's September 20 state election, almost level with the CDU. The polling picture is just as tight: one recent survey puts the CDU one point ahead, while the current weighted polling trend gives Die Linke a six-tenths-of-a-point edge.

This is not a race with a stable favorite. It is a genuine coin-toss zone in which small changes in turnout, polling, or the bid-ask books can switch the leader.

At publication, the live Kalshi book quoted Die Linke around 36% to 42%, while Polymarket quoted it around 39% to 40%. Using the bid-ask midpoints produces a cross-venue estimate of about 39%.

That quote-based calculation matters here. Kalshi's latest recorded trade was above the current order book, so treating the last trade as the live probability would overstate Die Linke's position. The executable quotes and the Polymarket book both point much closer to 39%.

The CDU is also priced around 38%. Because these are separate binary contracts with their own spreads, candidate prices do not need to sum neatly to 100%. The important signal is the near tie between the two leading parties.


What the Latest Berlin Election Poll Says

INSA's August 14 Berlin poll gives the CDU 20%, Die Linke 19%, the AfD 17%, the Greens 16%, and the SPD 15%. The online survey covered 1,000 eligible voters from August 7 to August 13.

INSA describes a typical statistical error of roughly one to three percentage points. A one-point CDU lead is therefore not evidence of a clear advantage. It is evidence that the top two parties are effectively tied within normal polling uncertainty.

The longer trend tilts slightly the other way. PolitPro's weighted Berlin election trend, updated August 21, places Die Linke at 19.9% and the CDU at 19.3%. The AfD follows at 17.6%, the Greens at 16.6%, and the SPD at 13.2%.


Why a 20% Poll Share Can Mean a 39% Win Chance

The market asks which party finishes with the most seats, not whether a party wins a majority of votes. Five parties are polling between roughly 13% and 20%, so the threshold for finishing first can be unusually low.

With Die Linke and the CDU both near 20%, each can have a substantial chance of winning even though four out of five voters currently support someone else. The 39% price is a statement about relative rank in a crowded field, not expected vote share.

The AfD also matters. At 17% in the INSA poll and 17.6% in the weighted trend, it is close enough that a small shift could turn a two-party race into a three-party race. That keeps both leading contracts below 50%.


The Case for Die Linke

Die Linke has momentum over a longer horizon. In the 2023 Berlin election it received 12.2%; the latest INSA poll has it at 19%, while PolitPro's weighted trend has it at 19.9%. That is a large improvement even if the final winner remains uncertain.

The weighted average also reduces dependence on one pollster. A six-tenths lead is tiny, but it shows that the CDU's one-point advantage in INSA is not the only current interpretation of the race.

If the next poll places Die Linke clearly above 20% while the CDU stays flat, the 39% market price could rise quickly. If the CDU leads in multiple new polls, the same logic works in reverse.


The Case Against Die Linke at 39%

INSA still has the CDU first, and the CDU's 20% support is two points higher than its July result from the same pollster. Die Linke improved by one point, but that is not enough to establish a durable lead.

The order-book spread is another caution. Kalshi's six-point range is wide for a race this close. A midpoint can summarize the available quotes, but it does not create liquidity that is not there.

Finally, winning the most seats is not the same as leading Berlin's next government. Coalition negotiations begin after the vote, and several combinations could be mathematically possible. Readers should keep the winner market separate from any question about the governing coalition or mayor.


What to Watch Before September 20

The next polls will be decisive because the election is only a month away. Watch whether Die Linke's weighted lead survives, whether the CDU confirms its INSA rebound, and whether the AfD closes the gap to the top two.
