Will the Bears Move to Indiana? Market Odds Fall to 30% After Braun's Hammond Comments

As of Oct. 21, 2026, a Chicago Bears move to Indiana looks less certain than it did days ago. Indiana Gov. Mike Braun said Hammond talks are "plodding along" and conceded "it might look like, well, it is not going to hit the finish line," while adding that the sides speak "a couple times per week" and the deal remains "in the red zone," according to WTHI. Braun said the Bears are seeking more land for a potentially larger stadium.

On Kalshi, the Indiana outcome in the Chicago Pro Football Team: Relocation market fell from 40% to 30% over three days, trading at 30% on Oct. 21. That matches the period low. The decline followed the governors' remarks, though we could not establish that the statements caused it.

The Illinois side moved the other way. Gov. JB Pritzker has grown more optimistic and taken a more active role in negotiations, with sources describing a shift toward a stadium authority model that keeps a Chicago site open, the Chicago Sun-Times reported. Citing Crain's reporting that Pritzker sees a possible deal when lawmakers return, Inside INdiana Business's Gerry Dick said Hammond has gone from "almost done" to a "50-50 ball," per WIBC. Pritzker also met NFL Commissioner Roger Goodell about two weeks ago.

What Could Confirm or Reverse the Indiana Drop: Illinois's Veto Session Through Dec. 3

The next dated milestone is Illinois's veto session, which runs through Dec. 3. That is the window Pritzker has pointed to for a deal, and any Illinois package would need to come together before it closes.

Confirming signals to watch: an Illinois stadium deal announced or advanced in Springfield, particularly one including a Chicago city site. Reversing signals: concrete progress in Hammond, such as Braun's team securing the additional real estate the Bears want, or the session ending without Illinois legislation. Braun has said Indiana is doing "a lot of the due diligence" on land, Inside INdiana Business reported.

Both governors used hedged language. Braun said the talks "might" not finish, which is not a withdrawal, and Pritzker said a deal could emerge, which is not a commitment. Neither has ruled Hammond in or out. Traders can follow the full Chicago Pro Football Team relocation market as the Dec. 3 deadline approaches.
