Bob Brooks vs. Ryan Mackenzie in PA-07: Democrats Are 3-to-1 Favorites and Mackenzie Hasn't Done Anything Wrong

Prediction markets currently give Democrat Bob Brooks a 75% chance of winning the PA-07 House race in 2026, with Kalshi at 74% and Polymarket at 76%. Brooks, president of the Pennsylvania Professional Firefighters Association and the Democratic nominee for PA-07, is the heavy favorite to unseat Republican incumbent Ryan Mackenzie in November.

That number deserves context. Mackenzie won PA-07 in 2024 by just 0.5 percentage points, flipping a Democratic seat in the Lehigh Valley with 50.5% of the vote. He faces no primary challenger. No scandal has surfaced. He holds $1.8M in cash on hand. By every traditional incumbency metric, Mackenzie should be in a defensible position.

The market disagrees. And the disagreement is not about Mackenzie collapsing. It is about the district itself.

The Democratic number has pulled back 8 percentage points from 83% over the past three days, suggesting some recalibration. But even after that dip, the price implies Mackenzie wins only one time in four. For an incumbent with money, no baggage, and a clear primary lane, that is a brutal assessment.

Why Prediction Markets Think PA-07 Is Already Shifting Away From Ryan Mackenzie

The core thesis behind the 75% Democratic price is structural, not personal. PA-07 sits in the suburban Lehigh Valley corridor that has trended Democratic across multiple election cycles. Mackenzie's 0.5-point margin in 2024 made it one of the most marginal Republican-held seats in the entire House map, and midterm elections historically punish the party that controls the White House.

Brooks consolidated the Democratic primary in May 2026, winning 41% of the vote in a multi-candidate field. His background as a firefighters' union president gives him a blue-collar profile that fits the Lehigh Valley electorate. The Working Families Party endorsement adds progressive infrastructure without requiring Brooks to run as a progressive himself.

Independent projection models are directionally aligned with the market. Vote-Scope estimates a 52.5% to 47.5% split favoring the Democrat, a 5-point margin that would represent a 4.5-point swing from 2024. That projection, converted to a win probability, maps reasonably close to the 75% market price. The AP has listed PA-07 among "reach" races where Democrats are targeting potential upsets, confirming the national attention the district is drawing.

PA-07 Price History: How Democratic Odds Have Moved Since the Primary

The 8-point pullback from 83% to 75% over the past three days is the most notable recent move in this market. It arrived without an obvious single catalyst, though the timing loosely coincides with renewed attention to Mackenzie's fundraising strength and cash-on-hand advantage.

Democratic implied probability peaked at 83%, a price that left almost no room for uncertainty. The correction to 75% is healthier: it acknowledges that Mackenzie is a funded incumbent in a district he actually won, while still reflecting the structural headwinds he faces. The current 75% reading is the period low, meaning the market has not yet found a floor with conviction.

The 2-point spread between Kalshi (74%) and Polymarket (76%) is narrow enough to suggest cross-platform consensus rather than a disagreement worth arbitraging. Both venues are telling the same story: Mackenzie is an underdog, but not a dead candidate.

The Case for Mackenzie: Why 25% May Undervalue the Incumbent

The strongest argument against the market's 75% Democratic price starts with money. Mackenzie's $1.8M cash on hand is a formidable war chest for a district race, and incumbents with funding advantages in marginal seats have historically outperformed their poll numbers. Voter contact, paid media, and ground game operations all tilt toward the candidate who can spend.

Second, Brooks won his primary with 41%, not a commanding majority. A fractured primary can leave a nominee with consolidation problems, particularly if runners-up attracted ideologically distinct voters. Brooks' Working Families Party backing helps on the left, but it could complicate his pitch to the moderate suburban voters who will decide PA-07.

Third, the national environment remains uncertain. If Republican favorability improves by November, or if the generic ballot tightens, marginal seats like PA-07 become harder to flip. Midterm history favors the opposition party, but the magnitude of that advantage varies enormously. The 2002 midterms saw the president's party gain seats. A 75% Democratic price assumes the macro environment will cooperate. That is a reasonable assumption, not a certainty.

Finally, Mackenzie's clean record matters. Incumbents lose for reasons: scandal, extreme votes, weak fundraising, strong challengers. Mackenzie has avoided the first three, and while Brooks is credible, he has not yet demonstrated the kind of grassroots energy or polling lead that would make 75% feel like a discount. If anything, 75% prices in a wave before one has materialized.

What Determines the Resolution

This market resolves on November 4, 2026, based on the certified winner of the PA-07 general election. Two months remain before Election Day, and both candidates have the resources and structural arguments to compete.

For traders evaluating the current price, the core question is simple: is PA-07's 0.5-point 2024 margin a floor for Mackenzie or a ceiling? The market says ceiling. Mackenzie's cash, incumbency, and clean record suggest the answer is less obvious.
