Will California Gas Hit $7.20? Odds Rise Despite Winter Blend

- Traders are paying a bit more for a record California gas spike, though they still see it as a long shot at 18%.
Will California Gas Prices Hit $7.20 This Year? What the 'Above $7.20' Contract Needs
California gas prices would have to climb about $0.92 from the Oct. 13 level to hit $7.20 this year. The statewide average for regular sat at roughly $6.37 to $6.40 per AAA in early October, then declined to about $6.28 by Oct. 13 as the winter-blend switch began to appear at retail. Both levels are below the $6.44 record set June 14, 2022. In the "How high will gas prices in California get this year?" market, which resolves 2027-01-01, the $7.20 threshold would require a new statewide high, not a retest of the old one.
Traders have still raised their implied probability. The "Above $7.20" contract rose from 13% to 18% over three days and stood at 18% on Oct. 13. That increase came even as Gov. Gavin Newsom ordered an early switch to cheaper winter-blend gasoline, which could cut up to about $0.30 a gallon.

Why the Winter-Blend Switch and Falling Wholesale Prices Work Against $7.20
Newsom suspended the summer-blend requirement and moved the winter-blend switch earlier, according to NBC Bay Area. Winter-blend fuel costs less to produce, and the change could lower pump prices by up to roughly $0.30. Newsweek reported that Newsom rejected a gas tax holiday.
Wholesale prices also point lower. AAA and OPIS reported that Los Angeles wholesale prices plummeted after the blend switch. The sources do not say how quickly that decline will reach retail pumps.
Some illustrative arithmetic, not a forecast: if the winter blend removed the full $0.30 from the early-October level of about $6.40, the average would drop toward $6.10. From there, pump prices would need to rise about $1.10 to reach $7.20.
What Explains the Rise in 'Above $7.20' Odds, and What Doesn't Get Settled
We could not establish what caused the 5-percentage-point move. The coverage cited here was published around Oct. 1, before the three-day window, so it cannot be confirmed as the trigger.
Some sourced factors do support upside risk:
- Refining capacity is shrinking. Phillips 66 closed its Los Angeles refinery, and Valero Benicia was expected to stop refining in April 2026.
- Global supply is under strain. The Iran war, the Ukraine war and disruptions around the Strait of Hormuz are all weighing on oil supply.
- California wholesale prices run high. UC Berkeley's Severin Borenstein estimates they sit about $1 above the rest of the country, per the Press Democrat.
- Diesel is already elevated. It was averaging near $8.38.
Outside forecasts are not market probabilities. A May 2025 USC analysis by Michael Mische projected prices as high as about $8.43 a gallon, according to Fox Business. The EIA's October 2026 outlook forecasts national retail gasoline falling to $3.91 in 2026 and $3.56 in 2027, per the EIA.
On settlement, check the market page for the exact rules. Two points are unconfirmed here: that the measure is the AAA statewide average, and that a single daily peak above $7.20 before 2027-01-01 would count.
The signals to watch are straightforward. First, whether AAA's average breaks the $6.44 record. Second, whether the winter-blend savings continue to show up at the pump in the coming weeks. If prices fail to set a new record, the gap to $7.20 gets wider, not narrower.
